Cruise visitors tend to be wealthy, well educated and often retired. This is probably the reason for the low level of visits to the the Islanders by Argentine cruisers.
There are very few wealthy and well educated Argentines and the Argentine Government has done its best to impoverish its retired population in recent years. On top of this the very wealthiest Argentines would rather travel to Switzerland or wherever else they hide hide their ill gotten gains so that they can count their money. Safe I the knowledge that when the Peso goes down in value their savings will be in hard currency and knowing they have a rainy day fund if Argentina collapses as a country.
In addition the numbers tend to focus visiting tourists and ignores visiting Argentine government contractors who come to the Islands to surreptitiously film themselves dancing on war memorials who traditionally arrive by air.
